Your settings are OK, so I have no idea about what is happening here.
I doubt it is coming from that but can you disable Compass Sensor?
Any other app able to show GPS speed and heading ?

2018 ipad pro only wifi version does not have an internal gps

OK, the strange thing being that qtVlm should tell you that there is no GPS if "All sources" is not checked.
